Consumer Advocates for RCFE Reform (CARR) will give consumers and professionals the information necessary to:

  • advocate for themselves, a family member, friend, or client;
  • hold RCFE owners, administrators, and staff accountable for providing high-quality, safe, competent, and compassionate resident care; and
  • hold the State of California, through its Department of Social Services, Community Care Licensing Division's management, supervisors, and inspectors, accountable for consistent and rigorous enforcement of the regulations for RCFEs. 


Consumer Advocates for RCFE Reform (CARR) provides information and research on the assisted living care model, regulatory compliance documents on RCFEs located in San Diego and other California counties, and related aging issues and services.

CARR also advocates for meaningful improvements to the long-term care continuum and reform of RCFE regulations in California to ensure consistency in the delivery of safe, quality care to residents.
