Assisted Living Waiver Program (ALWP) Enrolled Providers
The Assisted Living Waiver Program (ALWP), administered by the California Department of Health Care Services, has 326 RCFEs enrolled in the program as of July 2018, the same as February 2018.
The purpose of this program is to allow residents who are low-income, and who would otherwise qualify for skilled nursing, to receive, as a Medi-Cal benefit, services that would otherwise not be reimbursed when delivered in the non-medical care setting of an assisted living facility. Medi-Cal recipients can also receive SSI in California. For information on the program, please visit DHCS website.
There are 326 ALWP Providers as of 7/2/2018; the list is sorted by county. The ALWP has providers in 15 counties, or in only 26% of the state's 58 counties. Out of 7,419 RCFEs in the state, only 4% of RCFEs are currently participating in the ALWP.
ALWP Facts: Since 2014, there has been a 27.5% growth in ALWP providers - from 156 in May 2014 to 199 in December 2015. Since December 2015, the growth has been 48.2%.
ALWP Rejections: CARR suggests that if your qualified family member is rejected by an ALWP provider, you contact either Department of Social Services, Community Care Licensing's San Diego office [619-767-2300], or the San Diego County Ombudsman Program [800-640-4661] for assistance.
CARR continues to research the compliance histories of ALWP participants and affordability of assisted living for low income seniors. For more information, please contact us.
