Chamberlain's Care House: Licensee Behind Bars

Gina Chamberlain, a former RCFE licensee, is serving 286 days in jail for stealing over $50,000, jewelry, a car and narcotics from her assisted living residents. Published in the 8/13/16 edition of the North Coast Journal of Politics, People and Art, journalist Linda Stansberry reports on the criminal actions of the licensee of Chamberlain's Care House, a licensed residential care facility for the elderly (RCFE). The care home was licensed by the California Department of Social Services, Community Care Licensing (CDSS/CCL) in 1996.

According to CDSS/CCL's so-called 'transparency' website (on 8/13/16), between 2010 and 2014, Chamberlain's Care House had been visited 35 times, had received 21 citations - 81% of which were Type A (posing immediate threat to resident health and safety), and of the 7 complaint allegations, 85% were substantiated.  The facility license was suspended on 8 May 2014. 

We recommend reading Stansberry's article (see above link) because it illustrates the perils residents of assisted living endure when they are entrusted to unscrupulous providers.  Families must to be watchful of, and over, their loved ones living in assisted living because they cannot count on the state of California CDSS/CCL to quickly and consistently enforce the regulations or to take immediate action to cause a provider to either 'shape up' or have their license revoked.  The facts of the article also inform us that it took over 2 years to get Chamberlain into court - all while she was able to continue to accept residents.  The story advises us that at least one person, an Ombudsman, understood the licensee's displays of inimical conduct, and was aware that CCL was aware of the problematic care offered by Ms. Chamberlain.  Clearly, if the state was in the facility 35 times in 4 years, they certainly were aware of serious problems, yet it took two years before justice was served.  In those two years, while Chamberlain's continued to take new clients, how many other clients' health, safety, and bank accounts were harmed?  

The article also informs us that Chamberlain is banned from every working in a care home again.  Thank God!
